A person in charge of the Japan Chemical Fibre Association said: "China is striving to become a world center for the development of textile technology, except that it is already a global textile production and consumption center." According to a recent research report of the association, the Chinese government will be in 2010. During the five-year period, the investment was equivalent to 220 billion yen in the development of advanced textile technology, and the average annual budget expenditure was 44 billion yen. The research report points out that there are 15 universities in China devoted to textile research and development, and Chinese students and researchers have brought the most advanced textile technology back to China after studying in the United States. The report said that some European universities even restrict Asian students because of concerns about the outflow of textile technology. The Japanese government's position on the textile industry is in stark contrast. The annual textile budget of the Ministry of Economy, Trade and Industry is limited to 1.5 billion yen. Japan also has some colleges of textile science and technology institutes engaged in textile research. A person in the Japanese industry said: "China strongly supports raising the level of technology because China develops high-performance materials for military use, such as carbon fiber, used in aircraft wings."
The technical level of China's textile industry is surpassing Japan, and the Chinese government provides large amounts of annual budget assistance for the textile industry.
